Well, to be honest, how do we know he's never had time-outs? He sure wouldn't tell us. He might be getting dinged once a month for all we know.
Be nice to know, though.
The mods could start by taking away his fake homepage that always says he’s been banned or suspended.
And if he has been suspended then the duration needs to increase until it hurts enough that he stops.
