Just from the transcript I can't tell if this is serious or a badly misplaced try at "tough love": "if you're going to keep acting the way you are you'll end up a whore so you might as well start now" to insult and shake her up.

Both deserve firing.

I tend to agree. I was expecting to hear the full video of the offensive remarks, but the video at the link is mostly mom and a lawyer grifting to turn the inappropriate exhortation to their advantage in a custody case. If the CPS worker was actually recruiting the 1 year old to work for her as a prostitute, the CPS worker should be tried for child endangerment, pimping, etc.
