They keep the session “technically “ in session by having a congress critter go to the podium, and gaveling it In session for the day. I’ve remembered this.
A lot of them are not in Washington. They are at home and voting by proxy.
Also look at the date Congress passed the Inflation Reduction Act. They are supposed to be in recess. How do you pass bills in recess?
