I saw the clip, and that isn't what happened. The person in the costume was being hailed from all sides, and she had just acknowledged someone else in the crowd, and I think said something to a parent. As she was turning to walk away, her eye level was still at the parent's level, and she didn't even see the two black girls who were standing to her side as she pivoted. She did not "snub" them.

That’s what I believe happened. those masks are very hard to see out of and the person in the costume probably didn’t see half the kids in that parade.

After this, all the characters are now just on floats and don’t walk in the parade to avoid this.
