In theory, yes, states have Capitol Buildings, not ‘Administrative Centers’ to carry out federal policy.

But in practice, the states have NO WAY to prevent:
1. Freezing and seizing of bank accounts
2. Shut down of credit cards
3. Cancellation of Passports
4. Cancellation of Air Travel rights
5. Having one’s car reported as stolen
6. Cancellation of Utilities (gas, electric, internet, phone).
7. Cancellation of on-line accounts (Amazon, Walmart, etc.)

In the near future, also expect:
1. Cancellation of medical services
2. Disabling of private Automobiles
3. Cancellation of Postal Service

Lots of stuff, and - if the Feds call Verizon and tell them to cancel my phone, Internet, and Cell Service. Guess what, that’s what they’ll do...they know who to listen to. Same for my bank, doctor, post office.

And no, the local Sheriff may sympathize with me, want to help me, but he too, has a family and faces the SAME punishment.

That’s why the truckers lost. They didn’t have a parallel, independent, system.

Finally, if you asked me 150+ years ago as to whether Americans could be cancelled by DC, I would have answered differently...but that was a world that ended long ago.

Most of what you posted thinking the States have no power is wrong. I am a telecommunications expert. I know the States can shutdown banks, the fed, and many things including the postal service. The power is within the States. I don’t have time to go into such matters as they are complex, but all things start and end with the States. The States have far more power than the feds.

The feds merely have been using tax collection and disbursement as a means to control the States. “Do this or else no money for you.” Once the States no longer care about that money, the feds lose 95% of their power.

Remember, the people built the systems the feds use, they know how to take them out at any time.

Plus, Canadian provinces have their own parliaments and governments, and Canada is, at least on paper, even more of a confederation than the USA. A lot of good that did those truckers.
