The agency can mandate treatment. They really do shield some of their own to society’s detriment. This one’s really a loose cannon and a headache. How do you make assignments for a recovering addict (who carries a firearm) so that he won’t hurt anybody?

It’s not even close to legal. Legally it’s on a par with saying, “I pulled over the car because i dislike my ex-wife’s new boyfriend”. Just blatantly illegal.
