These dogs are acting like lions, mauling and killing. I don’t understand the people who say it’s never the dogs fault it’s always the owner. Dogs are animals with instincts. It’s bred into them to have these traits. A pitbull is a fighting dog. Other breeds have attacked their owners with bites simply because they had an attitude that day. However, they don’t usually rip the person to shreds till dead. Dogs are not robots. And no it’s not always the owner. Sometimes, it’s the animal.

If they mean because many people deliberately bred the dog type to be killers, YES.

But no, they mean and libelously ASSume someone “abused” the dog, or at least didn’t “discipline” them. Ridiculous.

The latter is totally bogus, as NO American disciplines dogs well. I mean, it’s a precious few who give a damn about anything but acting cuddly, and even fewer who do it the good old-fashioned way that actually works, and not the hippie way that PetStupid and thousands of “trainers” do now.

If it’s about discipline, most dogs would be out chasing and mauling whatever they could, because Americans have never truly respected dogs, especially now.

Anyway it’s total denial that breeds and types of dogs do NOT have personality problems built in. Behavior is as genetic as the shape of their bodies and ability to run. All dog types were bred to do something, and that is GOING to include it’s natural personality and behavior.

It's because humans are endowed with Reason (though we often fail to use it), and dogs are mere animals without any ability to think, plan, or do any good or evil act.  They are dumb beasts, as you suggest "animals with instincts".

Well, yeah.  For many generations.  But pitties need to be trained to fight, though some do display innate aggression to other dogs.  Never seen one with innate aggression directed at humans, though this behavior can be trained.

Other breeds have attacked their owners with bites simply because they had an attitude that day.

Pits, Rotties, German Shepards, Dobies and more exotic breeds like Great Pyrenees among others are all capable of killing a human, and do.  Owning these breeds imposes a particular duty of responsibility on the owner to train, and constantly reinforce proper behavior, which I will grant is beyond the abilities of many people I know.  Myself, we've owned Rotties, and are not fooled by their exceptionally loving nature directed at their family; they must be trained to not display agression when strangers or other dogs are encountered, and this has to be constantly reinforced.

However, they don’t usually rip the person to shreds till dead.

This is rare for any breed.  It's not a concern with a Yorkie, becaus it lacks the physical capability, not because of its temperament.  But no one should take lightly the capacities of a powerful dog breed.

Dogs are not robots. And no it’s not always the owner. Sometimes, it’s the animal.

No, the dog has no moral capacity to accept culpability for its actions.  Sometimes, sadly, an aggressive dog will have to be destroyed, but the failure, and any moral or legal culpability must attach to the human owner, who IS uniqe among all physical creatures of creation, morally responsible for his actions.

But perhaps I have misunderstood your point.  I would agree that not everyone has the character or resources needed to responsibly own a potentially dangerous breed of dog.  Maybe that's more along the lines of what you were proposing?
