What do you mean by “he let opponents in Congress block it”“

Obviously, I mean Trump didn’t do what Lyndon Johnson did to get his Civil rights bill passed, or what Reagan did to get his 1981 tax cut enacted, or what Desantis did to get RINOs in the state legislature to approve his GOP-friendly redistricyingvplan — he didn’t twist arms. Just the opposite: when Mitch and Senate RINOs blocked his wall, he “retaliated” by ENDORSInG them for reelection! In contrast, Desantis told RINOs in the legislature that he’d run primary opponents against them if they didn’t drop their opposition to his redistributing agenda. Florida RINOs fear Desantis. RINOs in DC didn’t fear Trump, because there was no reason to. Most of the people he hired were TINos and when RINIS voted against him in a Congress he rewarded them with endorsements.

He was terrible at hiring and weak in dealing with Mitch and Paul Ryan

You seem to not know what you’re talking about, particularly in relation to what the RINOs want and do not want. Reagan did not have McConnell anywhere near as much in control as he is presently (McConnell was quite constant in voting against Reagan; look at the record), and there was still the USSR to deal with, whom even the Democrats feared back then.

It was the House that got in the way of much of Trump’s agenda; that was led by Paul Ryan, not Mitch McConnell, from 2017 to 2019.

As for primary opponents, it’s a far different game in DC from in the FL state legislature; IOW, you look like you’re comparing apples and oranges. Ask McConnell’s opponents. Not to mention that Trump would be breaking Reagan’s doctrine of “Thou shalt not speak evil of thy fellow Republican” if he spoke up post-primary, not that POTUSes ever get involved in primaries too much while in office.
