That is Rosa Parks, or possibly Eleanor Roosevelt. It looks a little like Queen Elizabeth, but it isn't.

All the fuss years ago about Obama and the Churchill bust, and Biden has replaced him with Rosa, Eleanor, MLK, RFK, Harry Truman, Cesar Chavez and others.

From what I can see, none of the busts are attractive or inspiring (Churchill very much included), but I guess they are supposed to symbolize a departure from the last three centuries.
