...ah, pretty sure he said a bunch of things that didn’t work out quite the way he planned. I lean toward the political and geographical explanations - water, power, no regulation, etc...
Actually I think ol’ Bugs cited those very things as a reason to build. The funny part is that he figured it would all be legit.
