2 is not exactly correct. Boulder City was built from the ground to house workers from the Dam. 7C’s wanted them away from Vegas for obvious reasons.

While you are technically correct, it didn't work out that well. It wasn't long before jitneys, cabs and eventually busses were making the run from Boulder City to Vegas.

The location of Boulder City only made it a little less convenient. Vegas still grew, but it grew faster once Nellis AFB decided to locate there during WWII.
