We do classify infant deaths differently and we try to save many more premature infants than other countries do. Those are then classified as an infant death whereas in other countries they make no effort and classify them as miscarriages

In the Netherlands, they have the Groningen protocol that not only allows premature infants to die, it hastens their death.

If we lived there, my 20 year old would not be with us. In the US, my child was saved.
