Notice how quickly they adapted? They already have a work around for walking and bikes. Not even any Road closed signs or barricades. No one telling them it is too dangerous for them to use the road. Contrast that to what would happen in the US.

I was also wondering from the title at what point does an earth quake go from being weak to being strong? Is there any such thing as a weak 5.9 quake.
