HR is putting all the woke crap (content) on the company intranet which you are bombarded with multiple times per day that creates this “culture”. Also, where do all the losers who “graduated” with women’s studies, black history, and transgender studies “degrees” wind up because other companies departments laugh at those degrees?
With advances in technology people with those degrees can’t even work HR jobs anymore; they might work for consultants who send victims in to harangue employees, but the company itself probably can’t waste the money on them as full-time staffers.
Where I work, the first part is true. The second part is decidedly not. I'm in a high level management position and I can tell you that neither myself or my counterparts have ever wasted a minute on those silly seminars or have we ever edited our employee profiles to show our "preferred" pronouns. In fact, we laugh at that nonsense.
Basically our HR makes this content available in order to "check the box" so that our company does not become the target of the vile Left in our country. This way we can focus on our business and not get distracted by unnecessary bad PR.
The main purpose of our HR is to keep the company out of the courtroom as well as hire and retain the quality people we need to keep the business going. At least in my company, the HR department is not trying to indoctrinate anybody.
