Looks like the critter cemented itself to a asphalt road surface.
My solution would be to cut a square (concrete saw) of the roadway that itโs hand is attached to and make it carry around the 50# weight.
The square hole in the roadway can be easily filled.

THAT is precisely the correct fix. Cut a block of road and send him to a hospital for removal. A patch to the hole is quick and simple.
