I agree with your statement. The point of the rather crude approach is to turn Hispanics against those pushing this idea by implying that the proposal is racist on its face. And that is how a lot of politics works, unfortunately. The question of the who authored the propaganda should not be clear (thus 'grey' propaganda.
The point that you made, that the sheriff is an elected official, is lost on most people. So the race card should be used against the BLM harridans.

They did this in the former State of Washington, in King County. The Sheriff is now a political appointee, serving at the behest of the City Council. A right proper Sheriff of Nottingham, who makes sure the “elected” are served, but not the people.
