What the hell does “too issue” mean?

I think that mangled phrase was supposed to be something like:

'prior to issue' meaning before final release

Or

'to a set of expected issues' i.e. against anticipated or planned real life stressors, war, famine, global depression, etc.

Just my 2¢...

It is a typo. You can figure it out easily for yourself but you can prove it by looking at the document itself.
