Not necessarily. I’ve actually had firsthand interaction with US domestic intelligence/surveillance. I can tell you, zero doubt, somebody built a Stasi-like intel op which has at least 5%, and up to 12% of the population recruited into it as informants/base-level ground-surveillance, watching fellow Americans, and spying on them for their local operation, which is assigned to know everybody in their sector, and have detailed files on them. This thing even has members running kids in the schools against other kids, starting their files when they are children, and it has penetrated media to the point many of your local newscasters, and all of your nationals are in the conspiracy.
I can tell you, having seen it first hand, 100%, they knew 9/11 was coming, at the least. And it may have been worse than that. I think the operation they work for may have helped it along.
And they have kept the secret. Most Americans for some reason believe despite all our corruption, despite all the money and tech thrown into the intel world, despite everything having back doors, and microphones and cameras, they still think nobody would ever have tried to recreate the Stasi here.
And the reality is, once you see it, you realize that it is almost unavoidable, for one power-hungry tyrant to seek the power, and create it.

There was no Snowden on the Manhattan Project. That was a far bigger effort with maybe 100 or 1000 times more participants.
