Someone stole someone else’s book and is bootlegging it, trying to hide behind fair use.
One of the big differences between European and US copyright is that European copyrights can last for much longer. I notice on Amazon that there are many reprints of academic texts from European presses that are out of copyright in the US, but I'm not sure they're out of copyright under European rules.
