I think you are seriously wrong about how much oil we import relative to amounts we export. I don’t think it is much more than around 10%.
Misunderstood. The comparison was US imports vs Russian exports.
US consumption about 21 mbps, production about 12 mbpd.
Russia consumption 3.5ish mbps, production 11 mbpd.
There IS US export despite those numbers. Low viscosity Bakken oil goes north to Alberta to dilute high viscosity oil sands output. There are some other refinery relevant exports as well, but that just worsens the domestic shortfall.
It is all an enormous cumulative multi decade Russian advantage to date.
