In a real all out nuclear war there will be survivors for sure—but there will be no “winners” by any reasonable definition of the term.

There probably will be no functional governments of any kind in Russia or the US.

Both would probably be reduced to local warlords.

Best places to live would be where the population is remote. Perhaps Alaska where you can get by fishing year round. Everyone else will be dead. Even if you are still alive in a populated area, you would fight to death over dwindling resources.

Russia has spent decades digging underground survival nodes for city populations. They have a huge advantage for structural survival/victory.
