Classic definition is simply this:
1. When a Culture builds cities.
2. When a culture works metals
3. When a culture has a written language
4. When a culture has an organized Government
5. When a culture has an organized religion.

That’s it! All Civilizations have these in common. Some cultures have 3 or 4 but not all—they are cultures only—not civilizations. Aztecs had a civilization, Sioux did not.
