It shouldn’t be that easy for someone to get next to a bodega worker, a gas station clerk, etc. Why not put them behind some sort of barrier? Nothing fancy, just an enclosed space that’s hard to breach.
In this day and age, I’d think that would be a priority.
Putting up a barrier would be racist. (Of course.)
As an example, Philadelphia banned them around 2017.
