The individual in that video clip wasn’t planting an explosive device. He was planting a homing device to paint the target for a strike from a space-based weapon. The color of the explosion was closer to a lightning strike than an explosive. An electromagnetic pulse aimed at the stone would show the same profile as lightning. Someone on the ground might witness this as a kind of lightning strike.

There are a number of ways to create an EMP. One way is to use two particle beams to create both matter and antimatter at the point of intersection. This can be fired from space using laser beams as carrier waves due to their accuracy. The point of intersection would experience a heat explosion, a small gamma ray burst, beta particles in the form of an EMP -- but no alpha particles, which would be the signature of a nuclear explosion.

This may also have been the means of destroying the George Floyd mural.
