Philly public school graduates students just for being enrolled in the senior year (which is probably half or less as were enrolled freshman year). And if they were in class for the CRT lessons, they likely paid no attention.

There's the law and then there's reality. As someone who wanted to get a gun license right across the river in "shall issue" New Jersey I discovered that at my local police department the guy who processes them was mysteriously always out during the one window in the week when they processed said applications. Every time over several different weeks. I got the point.
When I moved a few towns over I had to get four letters from people testifying to the effect that I was stable and not a danger to myself or others and they had to get them notarized and sent independent of me before they would consider my application. Which, frankly, a bunch of people just didn't want to do. I got it done but they made it haaaaaard in "shall issue" New Jersey.
The end result is fine with me no matter what.
Luckily they wouldn’t have to deal with genetically racist crackers like me anymore.
