Only the state legislatures have the power to produce valid legal certificates which they did so do. You’re not a ‘state legislature’.

Pence throwing our bogus certificates in the garbage IS an example of the VP making a determination, and not just simply and mindlessly opening up envelopes and passing them along.

You missed the point that Pence does not have the power to decide what electors are valid. That is reserved to the states and they exercised that power.
