I think he has a different definition of "Ukrainian territory" than the EU does.

When Putin and the Russian leadership deride the sovereignty of Ukraine and regard the country as their equivalent of Catalonia, Scotland, or Quebec, EU’s posturing is useless. The sanctions are ineffectual, and are forcing Europe to revive coal burning power plants, which is not a bad thing.
