I have given this some thought before.
Each vote center has, on an average, about 250 - 350 voters during a Presidential election. There over 200 vote centers in this county.
So on the vote center level, fiddling with the count won't make much difference.
There would have to be a network of conspirators with extensive technical knowledge PLUS the tools/parts PLUS the time to be effective.
In order to "exploit" this system, it would have to be done at the downtown office by a small team of high ranking county employees, in the server room, with the knowledge on how to do it.
