Back in the day, if we wanted to see trash, we'd cruise the West End. Sounds like the West End has grown.

There is atleast one section 8 apt unit cluster in east Louisville and I think local politicians are expanding more. From what I understand PRP and parts of Valley Station even slight ly resemble the West end in crime. Happened when the city demolished HUD units downtown and moved the folks out that way. Surprised honestly that that did not cause some explosive confrontations by now.
