Considering Arthur C Clarke's Third Law, viz. "Any sufficiently advanced technology is indistinguishable from magic," wouldn't it be accurate to say that even God's miracles are a kind of technology, just a holy and righteous kind...and infinitely more sophisticated.

No ... God spoke worlds into existence.
When God does a miracle,He creates what was not, before. Technology reconfigures what has already been created.
