If you zoom in on the south boundary of that fire line, there is a small blue spot. That is the Schultz tank. The road is known as the Schultz pass road. I did forestry work the past few months on a sale the guy I that work for had. Month and a half ago I did set up work on snowshoes up there. They moved out to another sale 9 to 10 days ago. Still has a couple machines up there that they had not moved out. The fire is most likely named after the Flagstaff water line that runs along the Schultz road to the city.

Nearly the whole area from the city to the top of the peaks will have been burned off the last couple years.
This one is supposed to have been started by a vagabond from LA who burned his toilet paper after taking a dump.
