You do not see jet exhaust as bright unless they were in afterburner, very unlikely in formation flying.

Like a slowly falling large garbage bag with a fire/candle in it. The wind blows them around so the lights disappear once in a while, and then the fire/candle appears again.
If he recorded a few more minutes, they would have all landed somewhere out to sea.
Looked like somebody popped a few flares, possible military exercise.

US Navy hierarchy isn’t exactly the most reliable source... There are plenty of lunes in the military and navy.

Just like the illumination flares that got everyone in Phoenix whipped up in a tizzy back in 1997.
What time of night were they sighted? Would a high flying formation of planes still reflect sunlight in early nautical twilight?
