I was frustrated too. Basically start with a bulleted list and then prove how. Not a long boring how and still no summary.
It should have started something like this (completely made up numbers follows): We had 53 mules in Yuma County that visited the drop boxes 600 times. 12 of them meet several times in one location, etc...
After listening on and off, I have no idea of the scope of corruption, how many mules, average visit number, etc...
Start with the results and then prove how you drew your conclusion.
