I have a dear friend who was punished severely by this very administrative court. His crime was victimless. Everyone in his activity benefitted. Yet, the “court” found he violated not the letter but the spirit of the administrative policy. At 80 he served a year in prison and lost millions of dollars in fees and penalties.
