What he was trying to say was "Democracy has never been perfect". Now, in a broad sense, one would think that the words "Democracy has never been good", would never emanate from an American politician. Just not likely. Just like "my Muslim faith doesn't slip past your garden variety Christian.

We can split hairs about Democracy and Republic. And that is a good debate. But what American president says "Democracy has never been good", except a complete moron.
