Once again we hear that we are at war, not just Ukraine and Russia. First from our government, now from Putin. Funny, does anyone remember congress declaring war?
Are you being intentionally vague and ambiguous?
What is it that you want to say? Spit it out!

From whom did you hear that we are at war?
From the Russians?
Then direct your questions to the Russians.
The U.S. is not currently at war with Russia, nor has Congress declared War, nor has anyone in the current administration said that we were at war!

No not in the executive branch but there have been several congresscritters who said that we are at war.

It wasn’t that I was being vague. It just that I was on my tiny cell phone and it won’t cut and paste, so I couldn’t link a story.
My point is both the United States and Russia should be very careful about what we do as both countries have the ability to plunge the world into nuclear winter.
In the story from the original post, now the Russian side is saying that the war is with the west, you put it in quotes.
Personally I would expect people on our side would exercise enough restraint to NOT say we, as in the US or NATO, are at war with Russia.
