I get the point of the rule in the first place, it's to make ballot box stuffing more difficult.
The process (use of a drop box) is designed to facilitate cheating, not to prevent it.
Oh yes it does. You cannot know if it is legal if the wrong person drops it off. So it has to be eliminated.
Very easy to alter votes, once they are in unaccountable hands. Just place a slight mark near any votes for Trump, for example.
The vote then becomes disputed, and not counted.
Or, collect ballots from people who are not interested in voting, and fill out the ballots for them.
Illegally delivered votes are illegal votes.
