that is a very good question.
I’m going to tell something here I have not talked about ever. Back in the early 90’s when I was a young woman and in college I was going to be a teacher. One time I was in the professor’s office and over heard two professors talking. It seems a woman who was doing student teaching had in some way sexually abused a special needs kid. All I know is someone walked in and the child was between her legs (at her crotch) even though she was wearing clothing. They told her she was out of the program and she tried to make an issue of it but they told her if she complained they would report her.
At the time being a young woman I had no idea the gravity of the situation now looking back I see how serious this was now the look on my professors face was that of like someone had died.
I never knew who that woman was or what became of her after she was kicked out.
Looking back, I wonder why she was not reported? I guess college professors are not mandated reporters.
I remember when the Pedo-Priest scandal was running, someone pointed out that it was nothing compared to what was going on in Public Schools across the nation.
It has taken some years for there to be any interest in what Public School teachers/aides were doing inside those classrooms. I'm pretty sure that the powerful Teacher's Unions have kept this quiet for this long.
