State services are paid for by state tax payers and only avail to state citizens.

You should try to get federal handouts (because the federal government can print money out of thin air).

Another option is to go to a charity or church or maybe a local food bank.

States get federal dollars to help fund "state" services. Handouts such as food stamps, housing, etc. are federal programs overseen by the states. So, no, these programs are not funded solely by the taxpayers in the given state.
