“The school is very likely acting in a manner that violates their surety bonds. Parents needs to investigate or write a letter to their bond holder/insurer. The bond companies often drop public servants for behavior that is legally questionable. If they can’t be bonded, the consequences for the school are significant. A bond claim gets everyones attention very quickly.”

This is an approach for combating lunacy that hasn’t been explored sufficiently IMO. Same with municipal insurance for cities that deliberately fail to perform their legal obligations (i.e., maintain order). Of course, larger cities are self-insured and therefore don’t care if they bankrupt themselves.
