These US pay you to have children as well. This year it's $250/mo for kids over six, and $300/mo if they're younger. And it's a refundable credit, so all you need to do is own the kids and file for the year, no income required!

Hungary is paying Hungarians to have children.

If the U.S. tried to implement something like this we would be paying Mexicans and Indians and Ethiopians to have children in the U.S.
