"Disinformation" is a newly coined word from the Cold War based upon / reaction to the Soviet Russian counterpart of "dizinformatsiya". Basically the concept is that the word describes false information / propaganda that is to influence enemies.
"Governance" means the act of governing and an older definition is 'sway' or 'control'. Yeah, that belongs in Homeland Security where we feel our personal security draining by the day!
"Board" has multiple definitions and in this case I like #1; a long flat piece of wood suitable for use in building! (Visions of hammering and nailing!) However in this case it is #3 "a group of people constituted as the decision-making body of an organization" which would lead to the concept that these flats will govern disinformation!
As our Brit cousins would say in the most mocking of tones; "Brilliant"!
