It’s the same with that “living constitution” BS. They take an agreement, violate it, and call that “living” while what they are doing is the opposite of giving the agreement life, they are reneging on the agreement, in effect killing it.

The Constitution is not a living document. It is inanimate ink on paper. It can only be altered deliberately, in the manner defined within the document. This is what is meant by a government of laws not men (or folk, or he-she-its).
