As if it is Ukraine, NATO and the US that are actually the threat to a peaceful Russia, versus the exact opposite. After the collapse of the Soviet Union the US defense budget went into a long period of decline, finally decreasing over 33% NATO also decreased significantly, Clinton's adventure into Kosovo (which was disrespectful to Russia) notwithstanding.
