Public canning followed by a year of hard work in a severely restricted lifestyle (a cot and 3 hots with cinder block walls when they are not actually working) would probably do the trick. Not this juvenile youth camp stuff they have today with weekends off and money in their pockets with “team building” activities M=F from 8-3.
Will never happen as we live in a top down dysfunctional society.
