You might be surprised. Many years ago I worked at a juvenile prison. One kid was a serial rapist who specialized in pre-school girls. He was 13 or 14. Anyway to look at him you’d never suspect. He looked a lot like Beaver Cleaver. Sweet smile. Every time we’d release him, he’d rape another girl and get sent back to us. It was only a matter of time before either a father caught up with him or he was certified as an adult, where he’d be tried as a first-time offender.
Why did we keep releasing him? Under the system we worked under, we had to justify keeping him after about six months. And since there were no pre-school girls at our faculty, his ‘problem’ was to be considered fixed. It always bothered me that a victim’s father who beat the crap out of him would do more time than he would.
