To function as a Faraday cage or shield for a given wavelength of electromagnetic radiation, any holes in it need to be smaller than the wavelength of the electromagnetic radiation of interest, and the cage thicker ( skin effect) than the wavelength.

What are the odds an emp attack will be 'weapon of choice' for Putin? Your guess... And how prepared are we?

I should just say I don't know, because that question spans much more than Physics, EE, and military strategy.

In my wild guess opinion EMP attack would be a mistake for any foe of the US because EMP attack would not be as devastating as they are hyped to be, but would result in a full weapon-of-mass-destruction reply.

The reason I am relatively skeptical about EMP based on this analysis, especially the last few paragraphs.

Nevertheless, IMO we are making a mistake poking the bear. Sun Tsu wrote that you should build your enemy a golden bridge with which to withdraw. I think Hitler in his bunker would have fired any nukes he had, even if it meant extinction for Germany.

Second reason to let Putin escape is that things will get worse as we drive Putin into the arms of China, or destroy his regime to have the vacuum filled and weapons / technology / minerals / food sources be inherited by China.
