As soon as this was brought up, several pundits shot it down. It seems that some assumed that Disney debt for Reedy Creek Improvement District would be xfered to the two counties (Orange and Osceola). This is/was a false argument. Now that the law is passed, the Florida Speaker of the House said there will be mandated negotiations with Disney to unwind the current situation. This exemption (self government of a corporation) was passed in 1967, but the rewrite of the Florida Constitution took place in 1968 which abolished any further such self government. There are only 5 other special districts.
