The bill would be more supportable if it involved only members of the legislative branch. Any other power by this legislative branch commission is an unconstitutional violation of the separation of powers. Congress should not have the power to decapitate the administrative branch nor to disqualify the judicial branch authorities except as already defined in the Constitution.

When it comes to state powers, the feds have been in violation many times.
But, the states can institute similar powers for their branches.
