She could have put on her siren. I would have pulled over, and I wasn’t smoking, and had no plans to. It’s a habit to just tap a pack.
Riding up too close to my vehicle and distracting me could have caused an accident.

The nerve of that LEO, inferring that you were just about to light up!
She should have known that it's "just a habit" of yours and therefore ignored the whole situation!
Alternately, she could have employed her telepathic powers to determine that you weren't actually planning on lighting up right there at the time.
